Why ATL status matters
• Non-filers pay roughly double WHT across the board - 236C property sale jumps from 3% to 10%, dividend WHT from 15% to 30%, profit on debt from 15% to 35%, cash withdrawal from 0.6% to 1.2%.
• A single non-filer property purchase can cost more than a full year of compliance.
• The ATL refreshes weekly on Mondays. Filing your annual return before 30 September keeps you on the list; if you missed it, pay the surcharge (PKR 1,000 individuals / PKR 10,000 companies) to get back on.

What the Active Taxpayer List actually is

The Active Taxpayer List (ATL) is a public register of every Pakistani taxpayer who has filed their annual return for the latest tax year by the due date. It's published by FBR every week, refreshed each Monday, and serves as the single authoritative source for whether someone qualifies as a "filer" for withholding tax purposes. The Tenth Schedule of the Income Tax Ordinance 2001 (introduced via the Finance Act 2019) is what gives the ATL its legal force - it's the schedule that lists the doubled non-filer rates that make ATL membership financially material.

The list itself is just a flat CSV-style table of CNIC / NTN numbers, names, and the date they qualified. There are no tiers - you either appear on the current ATL or you don't. You appear on the ATL for a given tax year if (a) you filed the previous year's return on time, OR (b) you filed late and paid the ATL surcharge (PKR 1,000 for individuals, PKR 10,000 for companies as of TY 2025-26).

Three ways to check, and which one to trust

The fastest check is FBR's SMS gateway. Send the message ATL followed by your 13-digit CNIC (no spaces or dashes) to 9966. FBR's automated system replies within a minute with your name, CNIC, and current ATL status. Standard SMS rates apply - this is FBR's own infrastructure, not a third party.

The web check is at e.fbr.gov.pk/atlsearchutility.aspx. It has a captcha and supports both CNIC (individuals) and NTN (companies / AOPs). The result page shows your name, the effective date of your ATL entry, and any historical filing status. The captcha prevents bulk scraping but is fine for an individual lookup.

The most reliable check is your IRIS dashboard at iris.fbr.gov.pk. If you're registered, log in and your ATL status is the first card on the dashboard, no captcha needed. This is the source the SMS gateway and search utility both pull from.

Worked example - cost of not being on ATL

A non-filer buys a residential plot for PKR 30 million in DHA Lahore. At transfer, Section 236K advance tax is deducted by the registrar.

Filer rate: 3% × PKR 30M = PKR 900,000. Non-filer rate: 10.5% × PKR 30M = PKR 3,150,000. The premium for being off the ATL on this single transaction: PKR 2,250,000 - more than 200x the cost of the PKR 1,000 ATL surcharge to file late and rejoin the list.

How do I check my ATL status in Pakistan?
Three ways: send 'ATL <13-digit CNIC>' to 9966 from any Pakistani mobile, search your CNIC or NTN on FBR's ATL search utility at e.fbr.gov.pk, or log into iris.fbr.gov.pk. The SMS is fastest; the IRIS dashboard is the most reliable.
How often is the ATL refreshed?
Every Monday morning. If you filed your return on a Wednesday, you'll appear on the ATL the following Monday. There is no faster pathway.
I filed my return but I'm not on the ATL - why?
Most common reasons: (a) you filed after the due date and haven't paid the ATL surcharge, (b) your return is incomplete or contains an error and IRIS hasn't accepted it, (c) the weekly refresh hasn't run yet, or (d) you filed for a different tax year than the current ATL period.
How do I get on the ATL after a late filing?
File the return, then pay the ATL surcharge under Section 182A - PKR 1,000 for individuals, PKR 10,000 for AOPs, PKR 20,000 for companies (as of TY 2025-26). Use challan PSID 7E in IRIS. Your status updates the following Monday.
Does being on the ATL mean my tax dues are settled?
No - it only confirms you filed the previous year's return on time. You can be on the ATL and still owe tax, default surcharge, or have an open IRIS notice. The two are separate.
