First-time Pakistan Tax Filing Guide (TY 2025-26)
Filing your first Pakistan tax return is the biggest documentation win of your working life. It unlocks the Active Taxpayer List (halving your WHT on every future transaction), builds a paper trail for future car / house / business purchases, and takes 20-30 minutes from start to submit if you have your documents ready.
Key rules for first-time filers
For individuals, activating your CNIC as an NTN on IRIS takes 15-20 minutes. You need a mobile SIM registered against your CNIC in NADRA's PMD to receive the OTP - this is the single biggest first-time blocker.
A NIL return counts. It's free, it takes 15 minutes, and it keeps you on the ATL. The ATL premium on one large future transaction (car, house, big bank withdrawal) usually pays for a decade of NIL filing.
Section 116 requires a wealth statement from every resident individual filing a return - no income threshold. Salaried employees and NIL filers all owe one. Not filing the wealth statement makes the return incomplete.

- Do I need to file if I've never earned above PKR 600,000?
- Legally you're not required to file if you don't meet any Section 114 trigger (income above 600k, own NTN, own 500+ sq yards property, own 1000cc+ vehicle, run business / freelance). But filing a NIL return still makes sense to be on the ATL for future transactions.
- How much does filing cost?

- Do I need a CA to file my first return?

- What if I miss the 30 September deadline?
- Section 182(1) penalty of 0.1% of tax payable per day (minimum PKR 40,000), off the ATL until you file + pay Section 182A surcharge, and non-filer WHT rates on every transaction until re-listed. Even a NIL late filer eats the PKR 40k minimum penalty.
